Like my pal Jason said, it sounds nice, but it's not such a good idea. Buying a surfboard is a very personal thing, and usually something you want to rap with the folks in the shop before you make a decision. Also, almost anything that is readily available 'on-line' is c$#p, and would be a waste of your money.
A decent surfboard can cost anything from $400. to $1000. for an ordinary board. The best of all are custom shaped. I have only had a couple custom boards in 42 years of surfing, but they are really two of my favorites.
I hope if he surfs, he lives somewhere near an ocean.....Any seashore resort has at least one surf shop. Even in places with very little surf, like the Gulf of Mexico, has towns with great shops. Where does he surf?
It might be a nice idea to get in touch with the folks at a good surf shop where he surfs, and talk to the folks there, and get him a gift certificate for a board. Or better yet, if there is a local shaper who deals through that shop, a gift certificate for a custom board.
Now, as I type, I began to wonder, does her boyfiend already surf? If he doesn't, but wants to start, instead of wasting money on a board that might not be right for him, how about a gift certificate for lessons. Surfing is a sport that should only be practiced by persons who are very at home in the ocean. And lessons are the best way to start.
