What is a surfing gas chamber and how does it happen?

I think it's when the wave crests over the surfer so that he's in a tube of water, and the mist from the water is shrouding up the small tunnel inside, kinda like a gas chamber. I could be totally wrong, but that's not that bad of a guess!
